Does Wealthy Affiliate Pay Commissions to Free Members?

Wealthy Affiliate does not specify directly wether or not free members can promote Wealthy Affiliate and still earn commissions. 

So.. I am sure someone can answer this question. I have posted it before and everyone side steps the question or refers to facts (not in there, I promise)
